Generally no. These sort of batteries are actually quite difficult and expensive to do at the moment, it is why they are not in everything.

Nope, if there was some other system, they would have known what was going on and the war wouldn't have happened.
The issue here is you obviously hadn't read anything about the game before you started in. You started talking about elements that had been specifically mentioned in the original(GPS). Thus everyone shot you down over it, as it was obvious you hadn't played or even researched the original much.
This is something a lot of us don't like, and in a way this Kickstarter was specifically designed to avoid. We don't want retconning, we want continuity.

The problem is, you have Tech, Resources, Knowledge and Need gaps to fill. So You have to have the tech to do it, you have to have the resources to do it, you have to have the knowledge to do it, and finally the need to do it. The last is somewhat the most important, if you get no tangible benefit, why would you expend the resources doing it. Now in the case of the Energy weapons and power packs used for them in the original, these were created by the robot base. So these had a purpose for the robot base. It had tech, resource and knowledge to do it.
So we aren't against these ideas, but you need to frame them well, give a reason for it, and most importantly FIT into the previous WL's lore.
If you aren't sure thats fine, someone here will point out if it is wrong. But at least read the starting blurb of the old Wasteland Manual, cause in the case of something like GPS, it is pretty much explicitly knocked out, so that the nuclear war could begin.
