Then let's rephrase: We want children to be mortal, just like every other inhabitant of the wasteland.
Taking again an example from Jagged Alliance 2
(which got me into heated discussions already when I brought it up in combat-related topics
): In JA2, you take on a recon mission where you stumble upon an enemy compound, which turns out a sweat shop where children (actual kids around the age of 10, not 14-year-old teenagers) are forced to mass-produce cheap clothes. Of course, as the area is guarded, a shootout flares up. Both the kids and the sweat shop's overseer (an unarmed woman, mind you) are taking cover under the tables, but there's still a high chance to get them caught in the crossfire, and of course they die when shot. You might easily massacre a whole of 20 kids in that scene, be it out of negligence, or even willfully.
(What makes JA2 even stronger stuff in that regard that you are allowed to use mustard gas grenades, which is among the most devious and sadistic weaponry ever invented by man. And yes, should you get ahold of a mustard gas grenade at this early point in the game, you could easily throw one into that scene mentioned above and just watch how both the enemy soldiers and the kids go wincing on the floor.)
