Yes it will, because all localization and publishing will b done only by inXile, but not 1C.
Нутыпонел, лохализаторы игру портить и делать недоступной не будут

Гм, но F3 & NV, Skyrim и ещё пара игр недоступны в стиме, если ты указал, что живешь в России.
Whoah but F3 and NV, Skyrim and Civilization 4 +++ wont available in Steam for you, if you checked that you live in Russia while you are doing registration...

Gameplay & Content are king (as long as the game is fairly bug free, god, I remember some horrors in Wasteland 1  ), but let's not forget the huge value a strong modding community can have.

People like Killap have done huge things for games like Fallout 1/2. Give people like him the right tools and they'll deliver you stuff that easily is better in quality than most expansions or DLCs.

I oppose a larger world and more content.. Both can easily be provided for by mods or expansion packs after the games release. The money should be spent on a qualitative things not quantitative things. Quality over quantity.

In this regard audio is often the most neglected, and it has huge potential, but it needs money too. The aim for this game should be to have the best sound design and immersion via sound of any game ever made, no joke. So if that's not the case, the sound needs more money spent on it, hehe.

I would rather have left over money and time spent on polishing what is already there. Make the decent become excellent, the average become great. Average artwork should be replaced by better artwork, the A.I improved, the game balanced better and so on. This will set a higher standard of quality to expect in future content, for mod makers, expansion packs and even sequels. As well as provide the best foundation possible for future content. (reused sound and artwork)

Also people dislike voice acting cause it's subpar in so many films. Everybody loves the voice acting in Baldur's Gate II cause it's AAA+ in quality, it's the best I've ever heard. So as long as voice acting is of that calibre, you won't find anyone complaining about there being voice in the film. For this game though the budget would be better spent on other things, voice acting of that quality is very expensive.

I voted for Enhanced Artwork and ModKit, but honestly if there was only one option Modkit would be it.

Larger game world and well done portraits and weapon models are all well and good, but a mod can handle that, although not to the degree of professional developers, you get some semblance of both for the price of one.

Please stay away from full voiceovers. Major characters and plot points will be good, but I find that the more voice work a game requires the more linear it becomes, as well as the need for voice work tends to limit what modders can do as the transition from fully voiced dialogue to silence is quite stunning, stitching existing audio files for a week is not fun. I'd rather keep people from getting too reliant on it.

I'm beginning to get the feeling that some people are opposed to voice acting because it makes mods more work or that the mod may feel out of place without any voice acting in it. I really hope that's not the underlying reason for the opposition.

I'm opposed to voice acting because it's expensive, limits writing options, and is completely unnecessary.

if i may add more reasons from my side: narrating in the beginning and here and there is okay. but usually what happens with me is: an NPC starts to talk and i read the text faster than he speaks so i end up cutting off the bastard's speech. what happened now?! i just botched thousands of dollars worth voice acting! oh, the mirth!

I wish new releases had a "turn voice acting off" option. The voice just gets between me and the text :P

Это из за того что русские лохализаторы (1C) выставили бесезде такое условие, т.е забанить игру для покупки альтернативными методами.
Wasteland будет издаваться во всех странах только в виде цифровой версии, а потому таких идиотских ограничений не будет.

Heresy, that would be telling the developers of that game that one major aspect of their game sucks.

Oh wait. I see what you did there.

One of the first things they do is bring Mark Morgan on board, and you complain about audio being neglected?

renting studio time will probably still be expensive as all hell, but the developers could play a massive joke and just have any interested Kickstarter supporters come in on their own dime and voice out lines for free.

With enough interest they could easily do every line in the game AND make the worst full voiceover'd game in history.

Purely optional, they'd need an "opt in" checkbox in settings.

It's been my experience that voice acting is problematic because it fights with the text. If I glance at a sentence, I know what it says, and then I have to wait for the actor to finish telling me something (like a joke) that I've already heard. Voice acting is essential in animation, but a boondoggle for text-based games.

I cannot agree with people who say "too much reading", because Wasteland was made by and for people who like to read.

The text is just too rich to believe otherwise. I still consider it to by my favorite fiction style after all these years.

And the guaranteed way to get perfect voice acting? Don't use any -- it always sounds perfect in your head!

I also want to say that my vote for an 8-bit version was not necessarily so that there would be a Wasteland 2 that could play on my Commodore (awesome as that may be) but so that the need for keeping the graphics as retro as possible could be heard. Beautiful hand-drawn sprite graphics, not 3-D, please!

How to spend excessive funds:
* Expand world: more locations quests etc. Make it HUGE!
* Make the world dynamic: people doing their things, having some organised actions, pursuing their goals, not just standing there and waiting for a Chosen One to come so they could ask him to do something. Make the world changing constantly, one tiny bit at a time.
* Expand the amount of influence, player's actions can have on the world: extinction or wide-spreading of some creatures, creation of a new settlements or dieing out of old ones, social and political changes on a gameworld-wide scale. Not instant, of course, but still something that a player could see as he progresses through the game.
* Expand the depth of NPC dialogs, especially for party members: Planescape:Torment, that is all.
* Add an element of crafting into the game: let science- and tech-savvy character to fix and improve party's weapons or even create something new.

By audio I meant sound effects not music. I was also talking in general about all games, not Wasteland 2 specifically.
