No. It was different because they opted for a different setting and pretty different tone. They changed quite a lot, they didn't just make a copy of Wasteland under another name.
Wasteland's style is definitely a child of its time to some extent, but pretending it needs to be overhauled completely because "graphics have advanced" is pretty ignorant.
Speaking of, please watch your tone. And spelling/grammar.
